I have motorola cable modem, all lights are on and connection is perfect besides the pc/activity light which flickers but mostly stays on. My globe/internet light on the belkin wireless router keeps blinking and it is affecting my internet use. Any help would be great.

It's normal for the PC Activity light and the Internet light to flicker or blink, this just indicates activity. This can be both due to inside initiated activity (downloading files, surfing the web, etc.) as wall as outside activity (remote systems pinging you, port scans, network discovery, etc.). When the PC Activity and Internet lights are blinking rapidly it just means that there's a lot of activity, and since your connection is shared between all the computers on your network, the more one computer's using the Internet the lower the speed that's available to the other computers. Since you say it keeps going out with the lights looking good it's likely a issue with the Modem or the Router, usually the Router. When it's not working you can bypass the Router and plug your computer directly into the Modem. If it's working directly connected to the Modem but not through the Router that would mean that your router's going bad. If you bypass the Router and still can't connect out then it's likely a issue with the Modem. One thing that will often provide (at least a temporary) fix is to Power Cycle (unplug from power, the thin black cable, for approx 30 sec., then re-plug it in) the equipment. I'd try the router first since that's usually what causes issues like this, but if that still doesn't resolve the issue then Power Cycle the Modem.
